In line with Vietnam's economic growth momentum and the government's ambition to achieve double-digit GDP growth, the energy sector has emerged as one of the key focal points in the country's economic development, as reflected in the National Power Development Plan VIII (PDP8). In particular, as Vietnam moves toward enabling Direct Power Purchase Agreements (DPPA) — allowing power producers to sell electricity directly to factories and industrial zones without going through EVN as an intermediary — the government has continuously issued new decrees, circulars, and guidelines to help businesses implement power purchase and sale transactions more effectively. In this report, Y&S has compiled and updated the latest policies and regulatory developments in this area.
